The ten plagues are prevented today with science. We have the technology and the know how to prevent most disasters. When water goes back, we have ways of cleaning it. When there are too many insects, we can spray the crops.

God's Ten Plagues were brought about by God to make a certain statement to the Egyptians and Israelite nations in Egypt. So, it's not that the plagues are currently being prevented (and would naturally occurr without human intervention) but more that God does not have something to prove by bringing back the plagues.

God didn't prefer to do this, but it was the only way to get Pharaoh to let the Israelites go free, to the promised land.
