Replace the multi-function switch (aka, signal light switch) with a new one. Trying to repair the broken one is not practical.
The switch itself isn't serviceable... you replace it. If your indicators aren't blinking, that might indicate a faulty turn signal relay. Do your four ways work?
If you turn on your 1999 mustang v6 car and the right signal light stays on and doesn't blink and you switch the car off and then the left signal light stays on without blinking, then you need to see a mechanic.
The first thing I would do is replace the flasher. The flasher is what controls the on / off of your blinkers, giving you the blink blink. If that doesn't work, it sounds like your turn signal switch is going bad. GOOD LUCK
The turn signal switch is directly under the steering wheel. the flasher...(the device that makes the lights blink and is activated by the turn signal switch) is usually under the steering column between the column and pannel
Look from the outside. Either the front or back bulb is burned out.

The flasher is broken. It is located inside the hazard switch and easy to replace. The switch is about $30 from the dealership and takes 10 minutes to replace.

The signal flasher relay may be at fault, swap it with the emergency flasher relay to see.
Cycle the emergency 4-way flasher switch on and off a few times. If it doesn't clear up you may have a faulty signal switch.
Most likely, one of the right side turn signal bulbs is burned out.
Underneath the stearing column there is a fuse box behind the break pedal. In that fuse box there is a round silver thing pluged into it. That thing is the turn signal switch. Just take it to what ever auto store you go to and tell them the make and year and all that stuff, and they will get you what you need. It just plugs in the way it came out.
The emergency flashers and the signal lights are separate systems. Each has it's own fuse, switch and flasher relay. If your turn signals light up but don't blink I would blame the signal flasher relay.
