I'm trying to understand why a 13 year old cannot do the things you listed.... trying to understand your point of view and jobs that might be physically easier.

A 13 year old can do most of the jobs listed. You do not need to be 18 to now lawns or rake leaves for neighbors.
When it is out, you can buy it in the penguin style catalogue. You cannot get it anywhere else.
It is really up to the parents, but the legal age is 13 to babysit in England. They need to be responsible and trustworthy. You cannot babysit someone elses child at the age of 10. I am 13 (14 in a few weeks) and I babysit for people that I know. Not sure about the USA. Hope this helps!
