That person can go to the consulate or embassy of her/his home country and see about obtaining a photo I.D. If that person is from Mexico, s/he can obtain a Matricula Consular. Nevada is the best place to get married. A social security number is not necessary. I married my illegal alien husband there. He just had one picture I.D. They asked for his social security number and we said he didn't have one. It wasn't a problem.

In order for any application to be approved by USCIS (Immigration) he/she would have to somehow leave the country and you would have to file at the US consulate abroad in their home country either via a Fiance visa or marry them in their country. If they entered into the US illegally they will receive a 10 year bar if you apply in the US as well as they may receive it anyways just for showing unlawful time spent in the US with no visa and no arrival departure record . You cannot adjust their status if they have never had a status.
I don't think you need to produce an ID to file for divorce. Lawyers file divorce papers for clients all the time and that would be a real mess if the ID was needed.

In a lot of states, you would marry just as two US citizens would, depending upon your status, illegal alien, illegal immigrant, visa, or what not, there usually isn't any trouble trying to marry, I'm unsure what you need in all the different states, I'm actually trying to find out what me and my fiance' need to get married in Kentucky, but typically all the both of you need are Photo ID's and your birth certificates.
