Setting up parental controls for the internet varies depending on the Windows version. For example, in Windows 7, click start then control panel, then under user accounts and family safety, set up parental controls for any user. In Windows XP, there is no built-in tool for configuring parental filters, but web pages can still be filtered by opening the internet explorer browser, going to tools, internet options then the content tab. Hit the enable button to filter the web content that can be viewed on the computer.

In XP there is no easy way to do this, but you can restrick permissions to installing software, and delete internet explorer/firefox. This should make it very difficult. If you switch to windows Vista, then you can use their new parental controls and restrict internet access, video ratings, etc. very easily. I would recommend the switch.
Putting a parental block on Safari on Windows is simple. Just go to your system preferences, click on parental controls, and set the blocks you wish to set.
"Parental control" is an integrated feature of the Vista and Windows 7 operating systems so it cannot be removed from the computer without removing the rest of the OS; it can be turned off if you are logged in under an administrator account. Users logged in under less privileged accounts cannot change the settings for parental controls nor turn it off. If the person(s) with administrative privileges set up parental controls, it is safe to assume they feel that they are necessary and the less privileged account users should abide by the rules implemented by the system administrator as a condition for use of the computer.

Depending on the machine and (mostly) the operating system, there is a way to uninstall programs, or to "bypass" or "disable" them. Though programs like this are written to resist efforts to defeat them, and for obvious reasons. More than that we cannot say here because of site policy.
