Bullies should be reported, not matter what, but some people don't do anything about it.
Many people are afraid bullies will retaliate if they report them. Some other people think bullying is "part of growing up" and you have to learn to deal with it.
Show/tell the bully what are the outcomes of doing non good things. For example, a bad record that can twist up your career life.

It depends. Some people can get physically hurt or emotionally hurt. Sometimes it can be both. There are many forms of bullying in society.

Bullying or Cyber Bullying cannot be stopped 100% thanks to man inventing more and more advanced technology, but the percentage will lower a great deal now that some students in some school are forming programs to protect the victims of bullying; parents; teachers; the police and society as a whole are much more proactive and demanding better laws once bullies are caught red-handed.
