Well, the south definitely needs more money, so one idea is that they could be given money from the north? or the EU? or other richer countries. A lot of shops in the south are promoted by tourism, so shops could promote themselves better or migrate further north to sell. Also, transport is terrible! There is only one main road leading from The North to The South. So if money was given to the South, they could use the money to make roads and other transport systems so that they can deliver their goods fast and they can make more money which consequently is making the South richer. :D
