How can you be sure that a guy you like feels the same way if he knows you like him and his behavior hasn't changed and every time you've tried to talk to him about it he clams up or just ignores you?

Well, you can't! The best advice I can give you is to step back and give the boy some space. Guys don't like it when they feel smothered or pressured by a girl. If he pursues you after you back away, then you can be pretty sure he likes you. Sometimes us girls can read way into everything and we can easily think a guy might like us when maybe he's just being nice. Trust me, if he's not man enough to initiate things and even chase you a little, he probably won't be worth having.
