Loosen the fan belt and take it off. Then with a long half inch drive socket wrench or torque wrench, let the tension off of the accessory belt and remove it. Make a diagram of how it is installed before removing it for easier installation. Took me all of a few minutes once I figured out which bolts to loosen to get the fan belt off. Putting the accessory belt had me scratching my head for a moment until I finally figured out how it went back on. I forgot the make a diagram first! This was a four cylinder engine by the way.

To change the heater core on a 1999 Chevy 4-wheel drive, first remove the dashboard and drain the coolant. Unbolt the core from its mounts and remove the dash panel to be able to change the heater core.

There are literally 100 different things that can cause your four-wheel-drive not to work. The most common cause is a disconnected wire on the four-wheel-drive selector switch.

Ignition timing is not adjustable. Cam timing is adjustable by the "guess" method unless you are replacing the timing belt and using the timing marks on the belt drive cogs, in which case you need a repair manual that has detailed instructions.

I usually change it when I do the oil. But it would depend on how much you drive and how you drive. If its no longer green/orange probably time to change it. The cleaner you keep it the better the run.
