The Church asks that personal questions regarding doctrine or policy be directed to local church leadership (Bishops and Stake Presidents), not sent to General Authorities.
However, if you would like to send a letter to Elder Dallin H. Oaks of the Quorum of the Twelve Apostles, you may do so by mailing it to:
Elder Dallin H. Oaks
Quorum of the Twelve Apostles
c/o The Church of Jesus Christ of Latter-day Saints
50 East North Temple Street
Salt Lake City, Utah 84150
USA
Please be aware that the General Authorities of the Church get a LOT of mail, so they generally do not send replies. Anything sent to Church headquarters regarding a question about Church doctrine or policy will be sent back to your local Church leaders.
Dallin H. Oaks was born on August 12, 1932.
Elder Dallin H. Oaks was a law clerk in the U.S. Supreme Court and later went on to be a justice in the Utah Supreme Court. There hasn't been an LDS U.S. Supreme Court justice of which I am aware.

No. Nobody was charged in the killing of Joseph Smith and his brother Hyrum. Several individuals were charged with the murders of the Prophet and his brother and brought to trial. However, none of them were convicted. Probably the best treatment of this subject is a book titled "Carthage Conspiracy: The Trial of the Accused Assassins of Joseph Smith" by Dallin H. Oaks and Marvin S. Hill.
Oaks. Dallin H. Oaks is an American attorney, jurist, and religious leader who currently serves as the First Counselor in the First Presidency of The Church of Jesus Christ of Latter-day Saints.
