the throttle cable itself will have to be replaced. the cable is most likely fraying internally.
loosen cable(bolt on either side of the support) adjust the cable using the bolts, then re-tighten
right across from the throttle cable, on the throttle body
It is located on the throttle body, opposite side the throttle cable connects.
Check with the dealer, it might still be under recall

Perhaps throttle plate (in throttle body) is sticking Also could be the throttle position sensor or the idle position sensor and could be the throttle cable --if you have used any fuel enhancers it gums up the throttle position sensor and it will stick. Had the same issue with 1996 -its the senors in your transmission-has 2 -need to put on diagnostics for which is causing it and then to replace parts -approximate cost for for part 60.00 cad -labour 1200.00 to 1600.00
It could be a couple of different things. Check to make sure the throttle cable isn't hung or sticking. If it's free and moves ok, check for a vacum leak. There are several places it can leak. The intake mainfold could be leaking as well as any of the hoses or lines coming from the intake. You also could have a sticking IAC valve. The Idle Air Control valve is located on the throttle body and controls how much air the engine gets.
The 1995 Escort did not have power steering.
