It could be a sticking float or a worn needle/seat valve.

A 1980 engine wouldn't have an ECM... I'm pretty sure they didn't go electronic until ~1987 when they introduced Throttle Body Injection.

If the enginge is stock it came from the factory with 165 hourse power.
Assuming you have a 305 V8 with a Rochester Quadrajet carb. You will have to pull the carb, and tear it apart. The TPS sits in a groove in the front of the carb body. Buy a carb rebuild kit, watch the Youtube videos on rebuilding quadrajets, and do it. I just rebuilt my carb over the weekend. My 83 Caprice now runs great.
If you have an edelbrock carb, remove the top of the carb, flip it over and there you have em! 2 floats! should be about 5/16 from the top of the carb i believe
dunno where the online manual is but the fuel filter is located behind the fitting on the quadrajet carb. take out fuel line from carb and filter is behind that fitting behind fitting in carb.
Depending on weather it has the 305 V8 Or weather it has the 4.3 V6. If it has the 4.3 then it will have throttle body fuel injection. On the 305 It will have a carburated.
Take breather off an read on carb if clean. Count jets in carb. Read sticker near radiator on top if stock an still readable. Assumin its not fuel injection
