Usually, introducing two cats who are strangers to each other is only problematic if they are both adult cats. Bringing two kittens, or one adult cat and one kitten, together is usually very easy.
Adult cats are typically very territorial, and will be very hostile if another adult cat is brought into the home. But if the new cat is a kitten, the adult cat normally will not hurt it. They can recognize that it's just a baby, and while they may hiss at it at first, or swat at it with their paws, they won't do any serious damage to the kitten.
Kittens are not normally as territorial as adult cats, so bringing a new kitten into your home shouldn't be a problem. It may take a little while for them to develop a relationship, but eventually, they will probably become close companions. You don't have to separate them or anything (in fact, doing so will only make it that much harder for them to develop a relationship). But do not force them to interact, either. Leave them alone, and let them develop a relationship on their own time.
Also, if you see them fighting, do not separate them. Most of the time, when two cats that live together "fight," they are actually just playing. They might look angry -- growling and hissing, with their ears back -- but it's just a game. Cats can really hurt each other if they want to, so if you see them "fighting," but nobody ends up bleeding, then they are probably just playing. My two cats are best friends, but they still "fight" all the time. They look like they're really angry at each other, but they don't actually hurt each other.
So, if you see them fighting like that, they are probably just playing -- which is a sign that they are starting to develop a relationship.
When introducing a new kitten into a home with another cat, keep the new animal in a separate, closed off room for a few days until it adjusts to it's new environment. Be sure to give both animals equal attention. Once the new kittens has settled enough, you can let the two kittens meet. Swap towels or blankets with each animal's scent on them first, so they get used to each other's smell.
Face-to-face introductions should be kept brief at first. Using toys and treats help. When one party starts to become uncomfortable, separate them again. Introducing a new animal can take a few weeks, so be sure to take things slowly as not to stress the kittens out.

Yes, and once they are 1 year old they are officially an adult. When a cat is 7 years old it is officially called mature, 1 year olds just have most of their growing done.
Is your cat(the older one) a male? If so he is doing this because of jealousy and/or spite. Male cats do not usually attack kittens. Just like people the kitten(child) may have done something to upset the cat making it hiss. Then later the cat forges the kitten for whatever it is the kitten may have done, hence the nicer show of behaviours.
