Yes, if you have a concealed hand guns permit with you at all times. The ammunition can not be in the weapon or stored in the same place in the vehicle as the hand gun, however it may be in the clip or magazine of the weapon as long as they are not stored around eachother. So basically, you can have a concealed hand gun in your vehicle as long as you always have your permit for the weapon and it is not loaded.

Not a good idea. First, you have to ensure the firearm is legal in California - major difference in state firearms laws between AZ and CA. Second, you need to keep it locked away and unloaded in California, as they do not reciprocate concealed carry permits.
It is not legal to carry open liquor in CA either walking or in a car. If you bought a bottle of wine at a wine shop you could carry it around in the bag unopened.

I don't know about California, but in most states there is no official gun registration. You can carry a handgun in California if you have a California handgun permit, but I understand those are hard to obtain in some counties.
