A 12 volt fence controller is basically a pulsed transformer. It is run through a long wire. The long wire acts as a resistor. You could rig up an electromagnet as some sort of switch. When the electricity is off, the magnet would close the switch running power through the transformer. That would open the switch cutting off power to the transformer. Electricity running through the wire can paralyze animals include animals called humans. The pulse is unpleasant. The time electricity is not running through the wire allows them to pull away from the fence. that way you do not walk along the fence and find dead animals and humans alongside the fence.
