Take out the hand brake and replace it
Probably bad or mis-adjusted stop light switch Should be located on top area of brake pedal
The brake light switch located at the pedal is most likely broken or stuck Did you check the bulb and replace it if required?

Brake light switch is stuck or out of adjustment.
When the hood is stuck you need to push down on the hood just above the "H", sometimes quite hard. Then the hood release will work and open the hood.
The wipers on my 1998 Honda Civic were stuck on low so I assumed it was the switch and replaced it, but the problem continued. The local Honda dealer told me that I should replace the motor, which I did, and the problem was fixed.
look in the owners manual they tell you how to release it also you need to step on the brake to release it it is a safety thing

If you are referring to the brake light then the brake light switch is stuck.

The fuse box diagram for a 1986 Honda Civic can be found underneath the fuse box cover. There will be a sticker labeling on the main fuses and their function stuck under the cover.
