It has something to do with your alarm 'accentuator' - contact Toyota about this since it might be a recalled item.
I have always had a problem with my alarm going off for no reason so I always turn it off when I lock the doors by turning the key (in the door) twice to the right and once to the left.
If the alarm is going off, you should press the panic button again. You can also get inside and turn on the car to turn the alarm off.

Check the door light switches. One could be going bad and triggering the alarm.
If there is a fire alarm going off you should call the fire department. There may be a gas or carbon monoxide leak. If the fire department is called, the landlord will be forced to do something.

I put in a new battery and I was unable to start the car; I am wondering if this is due to the fact that I disconnected the alarm some time ago. This is the first time I've taken the battery out since I disconnected the alarm.
