The most obvious may be smell, but beleive it or not, that isn't always apparent. You'll know it went bad if, when you open whatever container it is stored in, you see green and white, or black and white mold on the surface.

Also, if you have a chili that is red when it is first cooked, it will usually be greyish in appearance, or a sickly brown color if the mold isn't apparent.

Well if you're wanting the chili beans in chili just put them in a stock pot with some red kidney beans and tomato sauce and maybe a bit of pasta sauce then if you like add diced tomatos and let it simmer stirring every once in a while. Now if you're wanting these just by themself there's really no specific way to cook them. In the microwave or in a small sauce pan on the stove.

When you taste one, you should be able to mush the bean between your tongue and the roof of your mouth. If you can't, it needs more cooking time, vice versa.
