If your brake peddle goes to the floor, you have lost brake fluid from your master cylinder in the engine compartment. Check your rubber brake hoses at each of your wheels, look for any signs of leaking brake fluid at your wheels, connections,lines, and master cylinder.

If you ever ride in traffic it's usually legally required. If you ever want to slow down or stop in a controlled manner, brakes are VERY useful. Fixies can kinda-sorta be slowed down by skid stops, but it takes longer, gives poorer control and wears the tire down in spots.

The short answer is yes. It is an involved process and leads to cutting of the floor to allow for the shifter, but a transmission is a transmission and as long as it will mount to the engine it can be installed. Kinda costly though.
theres a product called goo be gone (its orange and in a spray bottle kinda like windex) I'm pretty sure it will work but check the directions first.
Cement appear to be kinda hygroscopic. Probably to prevent a cold moist floor/lower platform on the ground of the water/moisture to be absorbed by the cement and caking(?).
