Rather than would be allowed depends on the state. In many states the signature of both parents is required.

You have to be at least 18 to get married without parental consent. You may be able to obtain a court order in lieu of consent if you are at least 16. Some places will issue a marriage license if you have doctors confirmation that you are pregnant. Few places will issue a license to someone under 16.
