If you've already replced the fuse, then you want to check the wiring. Make sure there are no breaks, and all connections are secure. It the wires look good, then check the motor which is under the seat. If you can attach an exterenal 12V power source to the motor, you can test if it works or not. If not, then simply replace the motor as they tend to wear out with age.
On the drivers side up under the dash you will see the fuse panel close to the drivers door
It could be the low beam portion of the bulb is bad , or fuse # 4 is a 15 amp fuse for the low beam portion of the drivers side headlight , the fuse could be blown , or it could be something in the wiring ( the fuse panel is in the drivers end of the dash , the removable plastic fuse panel cover can be seen with the drivers door open )
Right side {drivers}in front of the firewall.
look under the dash on the drivers side.
The turn signal flasher is located in the fuse panel. It is under the dash on the drivers side.
under drivers side dash panel ,up above emergency brake
it could possibly be in the fuse compartment located on the drivers side under the hood.
On my 87 Comanche, Interior of the Cab drivers side fuse box long silver circuit breaker at the bottom of the fuse box. By long I mean rectangular as opposed to round. It is a circuit breaker not a fuse that controls the Wipers.
