In the late 1930's, Britain and France had a defence agreement with Poland which stated that if Poland was attacked by another country, Britain and France would come to its aid. On September 1st 1939, German troops invaded Poland without warning. Britain and France then issued an ultimatum to Germany saying that if they did not immediately withdraw their troops from Poland, 'a state of war would exist'. Germany totally ignored the demand to withdraw, so on September 3rd 1939, Britain and France jointly declared war on Germany.

Germany invaded belgium in a sense to draw french and british troops to aid their ally. in the process, Germany flanked the french and british forces cutting their troops in halves which eventually led to the fall of France. one of the biggest questions early on in the war is why France didn't retaliate to the invasion of Poland considering it neighbored Germany. so, France and Britain declared war once the Germans invaded belgium.
