Islam was dominant. Jews and Christians were treated well provided they accepted their subordinate position and kept the rules.

Jews and Christians had to pay a poll tax (jizya) and they were not allowed to bring a law-suit against a Muslim. They could be taken as slaves; while a master was not obliged to free a slave who later became a Muslim, no free Muslim could be enslaved. If one Jew or Christian committed a crime against a Muslim, the whole community could be punished. Churches and synagogues could not be built. Anyone was allowed to convert to Islam, but no Muslim was allowed to convert to Judaism or Christianity.

We tend to have a mental image of Cordoba as the host of a gentle form of Islam that did not bother to enforce such rules too rigidly. This is probably because Cordoba was a wealthy city where people lived in material luxury and where science and medicine advanced (chiefly through the work of the Jews). Since most Jews and Christians were careful to keep the rules, brutality did not happen every day, or even every year.

However, there were many occasions when Cordoba was a city of oppression. In 818 there was a rebellion against the Muslim rulers, who crucified 300 noblemen and evicted 20,000 families from the city. The Jewish physician Maimonides had to flee from Cordoba in 1148 and emigrate to Egypt. He complained: "The Arabs have persecuted us severely and passed baneful and discriminatory legislation against us. ... Never did a nation molest, degrade, debase and hate us as much as they!"
