Moses didn't want to undertake an abortive mission. He wanted the Exodus to unfold in a way that would best serve to sanctify God's name. For that reason, he began by asking God all the possible questions and objections (Exodus ch.3-4), so that they could be dealt with first. After God provided answers and precluded any objections, Moses took the mission upon himself (of being the person to speak to Pharaoh and demand the Israelites' freedom).

Which instance are you referring to? Moses followed God for a number of years, in fact when Moses went up on Mount Sinai he received the 10 commandments, but he didn't get all of them at one time. Moses also asked God to show him his glory, and when he did Moses' hair turned white.

He made a number of excuses which demonstrated he was not immediately willing to obey what God wanted him to do. This is described in the early chapters of the book of Exodus.
