Puerto Rico is not a country.

Puerto Rico was discovered by Christopher Columbus on November 19, 1493. At that time it became a Spanish possession. It remained a Spanish Colony until 1898 when the territory was ceded to the United States in the Treaty of Paris ending the Spanish American War. Puerto Rico remains a colony of the United States of America to this day. It holds the political status of Free Associated Commonwealth of the United States of America.

On November 6, 2012 a Plebiscite was held to decide if Puerto Rico would retain commonwealth status (or something similar), or whether it would ask for some other status outside the territorial clause of the Constitution of the United States. With a 3 to 1 margin, the electorate asked for something other than the current status. The majority of those asking for a different status asked for statehood in the United States of America. However, the format of the ballot and the way the questions were asked has created a political firestorm on the island-territory and nothing is likely to change until at least another plebiscite is held.

it happened with the Spanish-American war. Some people did not want to become a territory but most people wanted to be p[art of a growing nation.
