By disenfranchising white southerners on the grounds that almost all of them had either served in the Confederate military or supported the Rebel government. Most white southerners were Democrats, but they could not vote. The Republicans then ensured that the freedmen - the former slaves - WERE allowed to vote, and out of gratitude for their freedom they voted Republican. The elections where this went on were held under the control of the military occupation, with the US Army enforcing the rules, so that when southern states were readmitted they came back with Republican governments.
