Authoritarianism leads to efficient administration system which in turn leads to better faculties of the Government. Oligarchic decision making in the economy fishes out inequality, under and over consumption, negative externalities.
There's no doubt that Stalin was authoritarian, but that does not make for better "faculties of the government." An authoritarian government is not responsive to the needs of its people. Tsar Nicholas II's government was authoritarian and it had one of the most complicated and wasteful bureaucracies ever. So much so that it simply collapsed when the Russian people rioted in the February Revolution of 1917.
Stalin's government was also deaf to the needs of the people. His government did what it wanted to do regardless of what the people wanted. The government would never change, because any criticism of the government was considered counterrevolutionary and could lead to the death and imprisonment of people who did criticize the government.
In order to make the Soviet Union stronger, Stalin put into effect several so-called "Five Year Plans." These were designed to rapidly industrialize the country by building many factories over a short period of time with specific goals in mind. There were also goals regarding increasing agricultural output. There were several successive Five Year Plans . The were very successful as to industry but not so successful as to agriculture. Unfortunately, the industrial success of the Five Year Plans came about with a terrible price in the number of lives lost. That's what happens with any authoritarian government. Bureaucrats fix goals for themselves and try to meet them with no regard for the cost.

When Stalin replaced the anti-German Soviet Commissar of Foreign Affairs with Vyacheslav Molotov, Lloyd George was involved in a heated debate in the British parliament over European security.
