It seemed like it, but the Axis' reign already started to take over Europe before many appeasements took place. Hitler wanted revenge against the Britain, France, and the United States and tried to unify the states of Germany into another war. And if they denied his request of unifying Germany, Hitler enforced his private army and took over their countries. A rejected [final] appeasement was when Hitler declared war.

Appeasement caused World War Two. The facts are clear. Here are a few of them:Hitler's orders were to abort the reoccupation of the Rhineland if either France or England put up the slightest amount of resistance. They did not and Hitler gained confidence. Well before the Nazi's had built up their huge, technically advanced war machine, the Allies had the military strength to threaten Hitler and cause him to lose face. No threats were made by France or England. Not thinking strategically, the French built defensive measures such as the Maginot Line to defend an attack from Germany. German forces simply went around this elaborate defensive masterpiece of weakness.

When a nation focuses on defensive in face of an enemy clearly bent on taking over Europe, action needs to be taken. Wishing and hoping will never suffice.

France and England conceded to Hitler's demands to take over the Sudetenland in Czechoslovakia.

Hitler's popularity in Germany soared. So far without firing a shot, Hitler had taken over Austria, the Rhineland, and now without the consent of the Czechs, the Allies gave away land that was not theirs to give.

Military action against Hitler before his stated goals of world domination would have ended him and the Party. Leaders in the German army were waiting for a chance to take Hitler down. His victories without fighting made Hitler too popular and powerful to do this.
