World War 2 was by far the most devastating war to ever happen in human history. The USSR suffered many more casualties then America fighting it. In the post WW2 era all other countries looked to the new doomsday weapon the American's had. The USSR sought to build their own and went to great lengths including spying achieve the same status as America. Once they did a new world was born. The cold war era had begun and mutually assured destruction became the only thing keeping America from going to war with the USSR in the ultimate power struggle.

So to answer your question it had an amazing effect on the USA and USSR relationship. Those ripples can be still felt today. They currently are at war and do not trust the other. The war is political and financial. Russia owns a massive amount of natural resources and supplies Europe and China with crude oil. This is counter productive since America depend son both those regions to maintain its economy and military influence. Many believe that WW3 will be fought with a divided Europe split between both Russia and America while the Chinese will back Russia. Many also believe that WW3 is already raging and war has just changed in how it is fought.

Total wars can no longer be fought without risking mutual destruction. Only wars limited to "conventional weapons" can be fought.
