Japan has a US originally enforced (via GEN MacArther during WW2 occupation) constitution that has OUTLAWED war. Consequently, Japan is not allowed to have an Army, Navy or Air Force; as those imply "war." But Japan does have the right to defend itself; Therefore Japan does have a Land/Ground "Self-Defense Force"; a "Maritime Self Defense Force" and a "Air Self Defense Force." During any crisis in the Southwest Asia regions such as the Persian Gulf areas, Japan has supplied (WHEN REQUESTED) supportive assistance to include repair expertise/facilities/parts/maintenance or medical. Primarily for US forces, as again, from the WWII occupation days, that's what the US used Japan for...repair facilities, which really got going during the Korean War (1950-1953). Example: Toyota got their new start (after being nearly destroyed in WWII) from building US Army trucks and jeeps for the Korean War.
