I would imagine he just looked at the chemical properties of the elements he had in front of him and could predict what could come next. Also he might have noticed big gaps in atomic weights between certain elements and assumed that some element(s) could be inserted that have not yet been discovered to decrease the gaps.

Because of the periodicity shown by the table Mendeleev knew that new elements would be found to fill in these blank spaces in his nascent table. His predictions were born out fully as element after element was found to fill these empty spaces.

Mendeleev thought it simply meant that the elements which belonged in the gaps had not yet been discovered. He was also able to work out the Atomic Mass of the missing elements, and so predict their properties.
