Because of the periodicity shown by the table Mendeleev knew that new elements would be found to fill in these blank spaces in his nascent table. His predictions were born out fully as element after element was found to fill these empty spaces.
Mendeleev thought it simply meant that the elements which belonged in the gaps had not yet been discovered. He was also able to work out the Atomic Mass of the missing elements, and so predict their properties.
