Conservative scholars believe Ronald Reagan spent the Soviet Union into oblivion: he thought that by forcing the Soviets to spend all their money trying to keep up with the West he would starve the Soviet citizens of consumer goods and the citizens would demand it all end.

Ronald Reagan was very wrong about very many things, and this is where he was most wrong.

The Soviet government owned all the means of production in the country. If you want to make a tank in the US, the government contracts with companies that make all the parts and materials in a tank and pays them a lot of money to sell us the things the tank needs. Then you pay even more money to have people turn all that stuff into a tank. If you wanted to make a tank in the Soviet Union, the Chief of Military Procurement calls the head of the Uylabinsk Tank Plant into his office and tells him, "make a tank and deliver it to the 90th Guards Tank Division." He salutes and does as he's told. The government already owned the steel factory, the rubber factory, the paint factory and the Ulyabinsk Tank Plant, so no money ever needed to change hands. In reality, Reagan extended the life of the Cold War by several years; his saber rattling motivated the Soviets - who Carter did nothing about because they were busy collapsing under their own weight - to expand military production.

I like to kid about toilet paper being the catalyst for bringing down the Soviet Union, but it's not much of a joke: the Soviets were always short of consumer goods because they didn't have a currency that could be spent outside the USSR and because their command economy prevented producers from making everything the country needed.
