Panama belonged to Colombia when the US bought the beginning of the canal from the French. The Colombian government at first agreed to a treaty lease the land needed for the canal but their legislation decided not to ratify it. Roosevelt let it be known that if Panama revolted, the US would recognize them and help them establish theri independence. This they did , Panama became an independent country and agreed to let the US proceed with building the canal.
