Living from the early 7th to the late 6th century BCE, the ancient Athenian Solon is considered to be one of the central founders of Athenian democracy. For instance, against the tendency to focus power in the hands of a few wealthy citizens, Solon worked to put political power in the hands of citizen-groups and to ensure that all classes of society would be represented in the society's decisions and laws.
In an attempt to give something to appease all citizens, he gave something to all:
Debt slavery was abolished, and he bought back those sold to other cities.
Existing debts were rationalised to restore certainty to the small landowners most prone to failure and loss of land.
Citizens were classified according to income so that everyone knew their place.
Solon got rid of the severely harsh laws put in place by Draco, who is the basis for the word "draconian". Solon's laws became the standard for future Athenian governments.

Democracy did not basically arise out of all of Ancient Greece but out of Athens that has been called the cradle of democracy. It was established in Athens through the continuous reorganizations In 594 BC Solon was chosen as the first archon which was similar to a prime minister. He then established jury courts and increased the rights of the people.
Solon was appointed to reduce class warfare in Athens at the beginning of the 5th Century BCE. The city-state was taken over by a tyrant to attempt to rectify the problems which Solon had not fixed, and after this regime was expelled Cleisthenes in 507 BCE took over to prevent a return of oligarch and established a democracy.

Solon did not bring democracy to Athens - he implemented a settlement of a standoff between opposing factions in Athens. Democracy began over 50 years later when Cleisthenes in 508 BCE implemented the democratic principle of putting laws before a citizen assembly to vote on.
It is not clear why democracy started in Athens. Some attribute the start of democratic leadership to Solon in the 6th century stating that he wanted to give his people more power and voice in the government.
