How did the Army of Northern Virginia obtain supplies in Pennsylvania in 1863?

As the Army of Northern Virginia unopposed in June of 1863, they requisitioned supplies in an unorthodox way. The Confederates requisitioned supplies such as food, clothing, shoes, which were highly valued, and US dollars. Lee had issued an order forbidding plundering and attacks on civilians. Individual soldiers did not plunder or injure civilians but they used a clever "method" to get around the intent of Lee's orders. They issued receipts in Confederate dollars for the supplies they desired. This was a rouse in that Confederate dollars were not legal tender in the US. The supplies they "borrowed" were substantial. It included 26 thousand cattle, 20 thousand sheep which they promptly drove back into Virginia.
