Pretty much the same way railroads were built throughout the British Empire, using skilled labour from Ireland and Scotland and money from where ever they could get it. Of course Canada had more USA connections, and Canadian labourers, and by the time the rail had reached the mountians even more labourers were needed. A need filled by Chinese looking for a new life in a new land where they could make more money.
