It had to improvise its own manufacturing facilities from scratch, as it couldn't import either from the Union or from abroad (except what little the blockade-runners could bring in.)
By the midpoint of the war, it had run out of boots and shoes - many troops went barefoot.
Also the fighting and troop movements had ravaged many of the farms, so they were soon on short rations.
After Grant authorised the whlolesale burning of farms and wrecking of railroads, their economy was completely ruined, and the armies could not be supplied in any form.
