All fair minded people had a positive reaction to the 15th amendment to the US Constitution, with the exception of women who applauded the amendments purposes but felt they were going to continue to be second class citizens. In the South, it was a different story. Hate and racist groups such as the Ku Klux Klan responded with an increase in violence against Afro-Americans. Democrats, whatever their particular individual views were, made political gains as the Klan continued to terrorize Black voters who generally voted Republican. To combat the hate group violence, Congress passed the Enforcement Act of 1870 to appoint supervisors to ensure as best they could, that voting rights were not hampered in states with a bad record on finding ways to disenfranchise Black voters.

Although the Fifteenth Amendment demanded all southern states set the platform for black male suffrage. Most northern states did not allow black men to vote. Republicans, hoped to increase their political advantage over Democrats by pushed for Northern Black male suffrage. However, this was not a popular topic in the North. In addition, the Amendmentâ??s passage in the South gave way to terrorist groups like the Ku Klux Klan who intimidated black male voters, effectively keeping them from voting.
