Roosevelt's "New Deal" did not cause a permanent shift in the black vote to the Democrats, but it did cause blacks and many others to support Roosevelt. This was primarily due to political "patronage", which is using government money or policy to gain votes. Most blatant was the Works Progress Administration (WPA), which was a program designed to give temporary jobs to unemployed people during the depression, doing things like building roads and bridges. Roosevelt would organize it so that the most money went to the "swing" states and his Democratic organizers would be the ones handing out the jobs. They requested that the workers voted for and contributed to the Democratic party. Some would receive letters threatening that they would not receive another job if they did not send money to the Democratic Party. With so many people in desperate need for a job, black or white, people in droves began voting for Roosevelt and he won 46 out of 48 states in 1936.
