The different components of the bureaucracy in the Federal government's executive branch was developed by George Washington. It started when each area of bureaucracy was assigned a secretary that reported on each of the components. Then each component added more employees in developing larger departments and evolved into what we now know.

What are the traits of a militaristic government?

Militaristic governments are generally violent towards their citizens, restricting their rights with arbitrary arrests and unnecessarily vigilant surveillance. They can also be (but are not necessarily) jingoistic in their foreign policy, creating foreign policy issues with their neighbors. Militaristic governments also lack most features of a democracy, or those features exist in name only, like legislatures, civilian executive officers, independent judiciaries, timely elections, and political parties with different agendas.
