When the siege of Vicksburg ended, General in Chief Henry W. Halleck planned on using the control of the Mississippi River as the base for future operations. Poor war planning could be expected from the politicians, Lincoln and Stanton. Halleck, a military genius, was not good at direct command however. The multipronged Union strategy that McClellan had implemented collapsed. This, in the opinion of many historians, gave away the chance the Union had to win the war in 1862 and relieve the entire nation, North and South of 3 more years of bloodshed.

When news of the draft riots in New York City reached Washington DC, it produced a good degree of pessimism. The draft laws had been passed earlier in March and it's easy to now see that perhaps they might have been implemented earlier. General Banks appealed to General in Chief Halleck that he needed new recruits as soon as possible. Based on the loss of troops as discharges came into effect, Banks informed Halleck he was losing twenty-two regiments. These were among soldiers who had enlisted for two year terms and among those enlisted for only nine months. In numbers of soldiers this amounted almost 80,000. The draft had not been replacing men in a timely manner. As the end of July 1863 came near, Halleck was concerned that Confederate General Lee might yet make another raid on the North. This places the 20-20 hindsight idea that the results of Gettysburg would force General Lee to not make another raid over the Potomac River. Halleck's concern was that Lee would be reinforced by troops from General Bragg. Such a possibility placed Hallecks plans for planned assaults towards Texas, Arkansas and South Carolina in jeopardy as far as Halleck was concerned. He also believed that Meade's Army of the Potomac might be in peril.

By chance, they happened on the same day (4th of July), so they had a big effect on Northern morale. Gettysburg was the more dramatic battle, but Vicksburg was the more significant victory - ending the war in the West, and freeing Grant to go to the aid of the Army of the Cumberland in Chattanooga. It gave him the credibility that would propel him to the top job - General-in-Chief of all the Union armies.
