It was one of the first laws for all the Romans, but it helped plebeians since it was published, so they could read what the laws were. Before, sometimes, they did not know what the laws were, so this could be arrested for an action they did not know was against the law.

The Roman plebeians demanded the compilation of a set of written and published laws so that there would be a clear and publicly known set of rules for the procedures of the conduct of trials, for punishments and for legal protection against abuse of the poor by the rich. It would also meant that it would make the law equal for everyone. Prior to this laws were secret and this lead to manipulation of the rules and abuse.
