Mikhail Gorbachev actually presided over the reunification of Germany and the tearing down of the Berlin Wall.

The incumbent Polish government was advised to deal with the "Solidarity" movement as it saw fit.

Perestroika and Glasnost introduced by Gorbachev, were probably in effect, USSR sanctioned motivators for eastern European countries to get on with their own business (and stop draining resources from the USSR).

A number of Russians I have spoken to do not hold Gorbachev and his reforms in very high esteem. Although the old repressive ways had been done away with, nothing had been established to replace it with, leaving a black hole to be filled by whoever had the nerve. When the shift happened, there was crippling inflation, loss of employment and a massive increase in crime.
