It wasn't Union strategy.

It was pure chance.

A Confederate officer accidentally dropped a set of orders in the field, where they were picked up by Union troops, and confirmed genuine because one of the Generals recognised the handwriting of the enemy officer who had signed them. (Many regular officers were well acquainted with their enemies, even close friends with them.)

This gave McLellan a big advantage, though not enough to destroy Lee's army outright. Still, for all its terrible casualties, it was a decisive victory which caused the British to lose interest in helping the Confederates.
