In Augus, 1964, Congress passed the tonkin resolution, the response to a reported naval battle between the USS Maddox and a North Vietnamese cruiser in the gulf of tonkin, which gave the president (Lyndon B. Johnson) authorization to use conventional forces in southeast Asia.
