In my opinion, it's because not many Filipino are wealthy enough and Education is one legacy that they can give to Love ones.
As a high school student we value our education as a shield and sword in the future business and help us stand out on others.
Lazy students,school teachers that don't care or they do not have the proper resources,parents who don't value education, lack of funds(money) provided by the state. The possibilities are endless!!
