Although the conditions in Cuba virtually guarantee that there is a great deal of emotional and mental disturbance in the population (see its suicide statistics for one example), psychiatry has not been a big priority with the Cuban government over the past half century. It is doubtful if there is such a thing as a psychiatric residency there at present.

That said, the first step in becoming a psychiatrist anywhere is to become a Doctor of Medicine (MD). There are good medical schools in Cuba, and by the time you have completed that training, there may well be opportunities in psychiatry as well.
