Vehicle history services operate in different countries of the world. They rely on the VIN to identify vehicles for several reasons. There are departments of motor vehicle registration or motor vehicle commissions that may also provide this information but not all ATV's are registered. Some states in the US don't require registration of ATV's if they are only used on private property. It is a good idea to contact the local motor vehicle registration which is an official agency of registration. If this fails as the vehicle has never been registered then you can try to get clues as to its producer by looking at the engine or crankcase for the name of the producer and from there on look for the information that the VIN gives by consulting lists of published VIN numbers according to manufacturer on the internet or by calling the local agent for this kind of vehicle.
