The convenience of the government was a catch-all basis for discharging a service member from military service for a number or reasons other than a dishonorable discharge. It basically stated that the government either no longer wanted or required your continued service and approved your separation from the service. Section 8 discharges (for those deemed mentally unfit for service) were considered a for the convenience of the government discharge but not all discharges for the convenience of the government held such stigma. Check your DD214. At the top will be an "R Code" (Re-enlistment Code). There will be a number or letter there that will determine whether you may re-enlist. You also need to look at your type of discharge. If you were adminsitratively separated and received an Honorable you may be able to. But a general or OTH may make things difficult. If you were ADSEPed for drug use or other disciplinary reasons maybe you should reconsider trying to reenlist.
