The valves on all engines in a 1989 Chrysler New Yorker are not adjustable. The hydraulic lifters are self adjusting.

3.0l it is inside the passenger side of the engine driven by the timing belt. 3.3l it is on the lower front passenger side of the engine.
Transmission in need of SERVICE.
They are on both sides as well as the rear.
It is part of the pump module in the tank.
